This is really a hard question. I'm not sure I have enough experience to answer. I came from a professional world where your performance was measured by numbers and data. Incentive was given to top producers. Obviously this is much easier to track than teacher quality.
Designing a fair system of holding teachers accountable is impossible, if that system is going to be one-size-fits-all. That said, a system that is fair would be to complex and thus expensive. When enough money is spent on education and that money is properly managed so that the education system is no longer a political tool or a cash cow for corporate interests, such an accountability system could be created.
